Let’s say you’ve been working with a therapist you really trust. You’ve built rapport, made progress—and then life happens. You move to another state, and suddenly, your therapist can’t legally keep seeing you. Why? Because they aren’t licensed in your new location.

It’s confusing. It’s frustrating. And it’s far more common than you might think.

Most states have their own licensing rules, and they don’t automatically recognize each other’s credentials. Even if your therapist is fully licensed and highly qualified, they typically can’t work across state lines without jumping through a long, expensive process to get licensed again.

This is where the Counseling Compact comes in.

What Is the Counseling Compact?

The Counseling Compact is a multi-state agreement that allows licensed professional counselors to provide therapy across state lines—without needing to apply for a new license in each state.

Think of it as a therapist passport. If you’re a licensed therapist in good standing in your home state, and both your state and your client’s state are part of the compact, you can legally provide services across state boundaries.

This makes online therapy and telehealth counseling more accessible and flexible for both therapists and clients.

This isn’t just paperwork. It directly impacts people trying to access mental health support.

Here’s how the Counseling Compact helps:

  • Fewer interruptions in care when clients move across state lines
  • Greater access to licensed therapists in rural or underserved areas
  • More freedom to choose the right therapist, not just one who happens to live nearby
  • Improved continuity of care for clients receiving virtual therapy or teletherapy

In a world where people move frequently for work, family, or school, consistent mental health care shouldn’t be so hard to maintain.

Not at all.

Some people worry that the compact might let unqualified therapists slip through. But the compact only applies to licensed, vetted mental health professionals who are in good standing with their state board. It’s not about cutting corners—it’s about cutting red tape.

Real-Life Impact: A Client Story

I once worked with a client who had to move unexpectedly. We had been meeting for months and were finally starting to make progress on some deep, painful issues. But the moment she crossed state lines—even though we were still meeting virtually—I had to stop seeing her. I wasn’t licensed in her new state.

We had to end therapy abruptly. She was heartbroken. I was frustrated. It felt avoidable and unnecessary.

This kind of situation happens every day. The Counseling Compact offers a solution.

What Can You Do?

  • If you’re a therapist: Check whether your state is a member of the Counseling Compact. If not, consider advocating for it.
  • If you’re a client: Planning to move or live in multiple states? Ask your therapist whether they’re able to provide care under the compact.
  • If this is new to you: Share this information. Many people—therapists and clients alike—don’t even know this is an option.

Support Mental Health Across State Lines

Therapy works best when it’s uninterrupted. When people can choose a therapist who fits—not just one who lives nearby. The Counseling Compact doesn’t fix every issue in the mental health care system, but it’s a powerful step forward for making accessible therapy a reality.
